When loading a [[NCCH#CXI|CXI]] the core version field stored in the exheader must match the running firmware TitleID low RR 02/03 value. Therefore since normally only NATIVE_FIRM is running, only system titles with TitleID low RR 02 can be loaded.(If SAFE_MODE_FIRM is running, RR must match 03?)
Normally on retail SAFE_MODE [[NCCH#CXI|CXIs]] can't be launched, since the [[Shared_Registers|system]] core version doesn't match the CXI exheader core version.
