[[11.0.0-33|11.0.0-X]] fixed it for key system titles (MSET, Home Menu, spider, ErrDisp, SKATER, NATIVE_FIRM, and every retail system module), by checking the version of the title to install against a hard-coded list of (titleID, minimumVersionRequired) pairs.
