This launches a title and opens a debug handle to its process. If a process is currently queued from [[PMApp:LaunchTitle#Launch_Flags|launch flag]] 0x8, this will instead call and return the handle from [[PMDbg:RunQueuedProcess|RunQueuedProcess]].
