Development units with the same prefix as retail can be distinguished by development units having a 0 as the first digit of the serial number portion.
Development units with the same prefix as retail can be distinguished by development units having 00 as the first two digits of the serial number portion. It's currently not known definitively, but 01 as the first two digits seems to mean a retail unit given out to the press - this was seen for New 2DS XL units reviewed by the press.
