SAFE_MODE might be used in the factory to install the regular system titles over the network,(since there's a SAFE_MODE version of NIM) with the installer titleID from REG_MENUTID.(Once factory install finishes, the installer likely writes 0x3 to REG_SYSCOREVER and possibly changes REG_MENUTID. After writing to those registers, those registers likely can never be changed again)
